The Collapse of the 28-Point Peace Initiative for Ukraine: How Diplomatic Efforts Continue to Falter

Europe felt a moment of respite on Monday, as the tension caused by the presentation of a new 28-article proposal for achieving ceasefire appeared – temporarily – to have been defused. A senior US official spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its retaliation: an extensive attack of rocket attacks on Kyiv.

The Pattern of Diplomacy and Destruction

The succession of contrasting events captured the harsh reality of the current period. By day, diplomatic battles are fought: optimistic declarations are delivered from different nations. Immense energy is allocated on managing certain initiatives. By night, the Kremlin brutally reminds the world that, for them, military action persists as the key method for achieving "resolution".

Nighttime Reality

As Russia's attack progressed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was revealed. Ukraine is capable of detecting rocket firings from across the border, a capability provided through timely intelligence. From witness perspectives, defense planes that had been dispatched to engage hostile aerial threats streaked across the sky – sophisticated military planes delivered to Ukraine by European allies.

Soon thereafter, Kyiv's missile defense engaged: several firings targeted at a Russian ballistic missile. This was a modern interception technology at work, most likely supplied through allied countries. Every firing shakes the surroundings, causing tremors. The instant of fear quickly becomes resigned acknowledgment: possibly the incoming missile won't strike its target this time, protecting urban areas from ruin and another blackout.

Ongoing Risks

Not long after, a large-caliber weapon engaged a drone in the vicinity, part of a rapid response unit – most likely allied-provided weaponry. Sadly, the bullets missed the enemy aircraft – it pressed on overhead toward its destination.

Intermittently, this carried on until dawn. Kyiv greeted the morning news: multiple fatalities, devastation and heating outages in numerous residences as a result of the nocturnal offensive. As typically, everyone still went about their day – living the war. But those entire period illustrated Ukraine's essential dependence on international aid – a need that neighboring countries are demonstrably unable to fill in the immediate future.

Failed Diplomacy

The 28-point plan from Washington generated strong feelings, controversy and serious worry – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after prior negotiation attempts and multilateral gatherings.

Every new proposal from Washington unfolds according to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, effectively counters. They contain the crisis but never actually secure success. This pattern will, undoubtedly, continue.

Strategic Calculations

It is tempting to accuse specific actors of persistently promoting Kremlin's demands. But that does not seem to be the entire situation. US administration functions according to a premise well known to international relations experts: you cannot win at the negotiating table what you have been unable to protect through force. The US administration assumes that it is impossible to pressure the Kremlin to abandon the land that it already controls in Ukraine's south or east.

The issue is that while recognising this factual reality, American administration does nothing to prevent Kremlin actions, through words or deeds, from believing that the situation will not evolve additionally in its favour in the coming year.

Divergent Views

Therefore, the Kremlin is confident that duration works to their advantage – that Ukraine and its allies are coming close to fatigue. Their incentive to accept conditions that does not give them the maximum possible gain is virtually nonexistent. There may be multiple initiatives to end hostilities, but they will carry on as long as Russia's government remains highly assured in the result.

On the contrary, Kyiv believes that Ukraine can still endure, progressively conceding lives and land but avoiding a complete military breakdown until circumstances change in its advantage.

Current Realities

Realistically, there are no actual prerequisites for a armistice. Now, personal considerations are becoming relevant: political desires to broker a ceasefire and obtain worldwide acknowledgment, and Kyiv's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the country's interests against any proposal Kyiv finds unsuitable, so that their focus does not switch to homefront challenges. And although their mission will now be significantly challenging after recent developments, it remains quite doubtful that this will alter their fundamental strategy.

These conflicting dynamics are driving the talks.

Summary and Prospects

It took a just a single week to terminate the suggested clauses of the current initiative. Forceful and unpredictable management of the matter by US administration, pushback by Ukraine and the rest of Europe, along with pacifying measures of diplomats, and finally, recent disclosures, all achieved their purpose.

While new proposals based on established approaches are approaching, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are based on Russian demands and reflect particular unwillingness to modify developments, if they maintain solidarity and enhance their military capacity at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the predictable period, primarily depend on sustained allied backing.
